  • 东帝汶、厄立特里亚、埃塞俄比亚、伊朗、伊拉克、马绍尔群岛、帕劳、索马里、索马里兰和南苏丹。

因此，这些国家公民在这些国家境内制作的作品通常不在这些国家以外受版权保护，也因此这类作品在世界上绝大多数其他国家可能属于公有领域。

然而：
  • 在这些国家境内，由其他国家公民或永久性居民发表的作品，只要涉及国家参与了伯尔尼公约或其他版权条约，那么在其母国仍然依据其本地法律而受到版权保护，甚至是全世界。
