English: PROCLAMATION I have the honor to inform the staff of the Congo Independent State; to all non-indigenous Residents of European and colored races and to all Congolese Nationals, WHEREAS from November 15, 1908, Belgium assumes Sovereignty over the territories constituting the Independent State of Congo.
