A PDF version of this image is available here. The diagram itself is based on Figure 2 from a March 2003 report by the Oak Ridge National Laboratory on Spinning Reserve From Responsive Loads.

I think the graph is wrong and different with the text. Non-spinning is the same meaing of Replacement reserve. Am I wrong ?
