2009年初，一部《星际大战》相关的电视剧进入早期开发阶段。截止至2012年，已完成超过50个剧本，但是制作成本非常昂贵[8]，该影集名为《星际大战：地下世界》（Star Wars: Underworld）[9]。2012年10月30日，华特迪士尼公司收购卢卡斯影业[10]。2013年1月，美国广播公司总裁保罗·李（英语：Paul Lee (television executive)）透露正在与卢卡斯影业商谈开发这部真人电视剧[11]。2014年6月，消息称包括波巴·费特在内的多个知名角色将出现于电视剧中[12]。

2019年，乔恩·法夫罗在接受《好莱坞报导》时透露，他于2017年夏季向凯斯琳·肯尼迪提出有关制作电视剧《曼达洛人》的设想，此时他正在执导华特迪士尼影片的动画真人化电影《狮子王》[13]。凯斯琳·肯尼迪介绍乔恩·法夫罗与戴夫·费罗尼（英语：Dave Filoni）沟通，两人会面时，戴夫·费罗尼在餐巾纸上的涂鸦成为影集中孩子的最初原型和灵感来源[13]。

卢卡斯影业的子公司光影魔幻工业于2018年11月成立一个新部门ILM TV，主要负责串流媒体平台影集的工作[61]。为完成《曼达洛人》中虚拟场景的拍摄，制作组搭建一组直径达75英尺、高20英尺，并且以270度弧度呈现的环状LED萤幕墙面，并且加上同样以LED构成的天顶，借此让剧组进行拍摄时无需大费周章搭建布景，更能减少影片后制比例[62]。借由Epic Games公司开发的游戏引擎Unreal Engine 4，在萤幕墙面上产生相对自然的光影互动效果[63]。节目统筹乔恩·法夫罗表示，该技术可以应用于各种场景[64]。《曼达洛人》第一季超过一半镜头是在这个特殊“背景”前完成拍摄，透过实体布景与虚拟影像场景结合，借此让拍摄场景可以一瞬间进入不同情境，并依照远近关系透过灯光补强演员演出角色上的光影互动效果，进而创造比过往绿幕更为真实的细节呈现结果，同时也能大幅减少后制流程[65][66]。另一半镜头采用光影魔幻工业的传统特效技术，透过V-Ray程序渲染完成[67]。Image Engine（英语：Image Engine）特效公司参与制作[68]。

2018年12月19日，鲁德温·葛瑞森确定为影集作曲[69][70]。每集相应的音乐原声带数字版于播出当日在亚马逊和iTunes上发行[71]。第一季八辑原声带总时长共计四个小时[72]。葛瑞森继续为第二季作曲[73]。第二季第一辑数位版于2020年11月20日发行，包括第二季前四集原创音乐[74]。第二辑数位版于2020年12月18日发行，包括第二季后四集原创音乐[75]。

《曼达洛人》第一季于2019年11月12日在美国Disney+开播[84]。影片以4K分辨率HDR模式输出，但媒体分析指出其亮度远低于HDR标准[85][86][87]。第一季的前两集分别于2019年11月12日和15日播出，余下各集每周播出一集[88]。由于第七集〈第七章：清算〉的片尾附带电影《星际大战9部曲：天行者的崛起》的预告片，为配合上映当日宣传，该集于2019年12月18日播出，比计划日期提前两天[89]。自2020年3月起，Disney+陆续在欧洲多个国家上线，《曼达洛人》仍主要以每周一集的模式释出[90]。前两集于2020年3月24日播出，第三集在3月27日播出，此后每周播出一集[91]。
