3月1日，一名最近到访意大利的38岁男子联同其妻子与另外八人一起，由意大利米兰途经迪拜、肯普顿公园的奥利弗·坦博国际机场[8]，以及德班的沙卡国王国际机场返回希尔顿（英语：Hilton, KwaZulu-Natal）[1][2]。

3月3日，患者向一家私人诊所内的普通科医生讲述了自己的症状，之后他进行自我隔离，而相关医生亦进行自我隔离[2][3][9]。

3月5日，卫生部长（英语：Minister of Health (South Africa)）兹维里·麦凯赫兹（英语：Zweli Mkhize）宣布，该男子证实确诊2019冠状病毒疾病，是南非首宗病例[2][3]。作为回应，国家传染病研究所（英语：National Institute for Communicable Diseases）随即派出流行病学家及临床医生前往夸祖鲁-纳塔尔省[9]。同日，病人送往彼得马里茨堡的格雷医院接受观察与治疗[10]。

3月7日，麦凯赫兹宣布南非出现第二宗病例，一名来自意大利十人出行群组、居住在豪登省的39岁女子对冠状病毒的检测结果呈阳性[11][12]。

3月8日，麦凯赫兹证实，首名患者的妻子对冠状病毒检测结果呈阳性，是南非第三宗病例[13][14]。

3月9日，意大利十人出行群组再多四人感染冠状病毒，令南非确诊病例急增至七宗[15]。

3月11日，南非新增六宗新病例，其中一宗来自意大利十人出行群组，而另外五名患者曾经到欧洲不同国家旅游。西开普省出现首宗病例，累计感染人数升至13人[16]。

3月12日，南非再新增三宗新病例，普马兰加省宣布出现首宗病例。自由邦省亦出现首宗病例兼本地传播病例，但同日稍后时间，国家传染病研究所确认该患者的检测结果呈阴性[17]。累计感染人数升至16人[18][19][20]。

3月13日，麦凯赫兹宣布南非新增八宗新病例，并指“陆续还会有更多呈阳性的结果出来，国家传染病研究所及国家卫生实验室服务（英语：National Health Laboratory Service）目前正在核实这些信息与结果”[21]。

3月14日，南非增加14宗确诊病例，使病例总数增至38宗[22]。

3月15日，南非再增加13宗确诊病例，总统西里尔·拉马福萨宣布出现首宗本地传播病例，但此说法尚未得到政府实验室的证实[23]。累计病例总数增至51宗[24][25]。

3月16日，南非新增11宗新病例，林波波省宣布出现首宗确诊病例。累计病例总数增至62宗[26]。

3月17日，南非新增23宗新病例，而政府实验室也确认出现本地传播病例，当中四宗在豪登省、三宗在夸祖鲁-纳塔尔省、一宗在西开普省。累计感染人数升至85人[27]。

3月19日，南非再多34人感染冠状病毒，累计确诊病例攀升至150宗[29][30][31]。同日稍后时间，麦凯赫兹认为，南非三分之二的人口将可能感染冠状病毒。这预测与欧洲国家对感染人口的估算一致[32]。

3月20日，南非再增52宗新病例，累计确诊病例急升至202宗[33][34][35]。自由邦省新增七宗冠状病毒感染病例，是南非第六个出现确诊病例的省份[35]。

3月21日，南非确诊病例数达到240宗，东开普省出现首宗病例，是南非第七个出现确诊病例的省份[36]。

3月22日，南非确诊冠状病毒病的病例总数增至274宗，东开普省出现第二宗病例[37][38]。

3月23日，南非病例数量跃升至402宗[39][40]。北开普省及西北省公布首宗病例，意味着所有省份均出现冠状病毒确诊病例。

3月30日，西开普省共有310人确诊感染冠状病毒，其中256人位于开普敦[41]。

截至4月初，政府已建立了67个移动检测单位，有47,000人接受了冠状病毒检测，当中部分人使用得来速服务[42]。

截至2月7日，国家传染病研究所（英语：National Institute for Communicable Diseases）已进行了42次检测，所有结果均呈阴性[49]。

截至2月14日，国家传染病研究所已在南非完成了71次严重急性呼吸道综合征冠状病毒2型（SARS-CoV-2）聚合酶链式反应检测，其中零人检测呈阳性[50]。截至3月4日，共完成181次检测，其中零人呈阳性反应[51]。截至3月11日，已进行了645次检测，当中13人呈阳性[52]。

3月14日，国家传染病研究所称，只要“医生采用病例定义（英语：Clinical case definition），就不需要与国家传染病研究所联系来取得（检测）批准”[53]。

到了3月中旬，隔离措施进一步加强。3月15日，总统拉马福萨宣布全国进入灾难状态，并禁止100人以上的集会[23]。3月18日，合作治理与传统事务部长（英语：Minister of Cooperative Governance and Traditional Affairs）恩科萨扎娜·德拉米尼-祖马签署政府公报，将酒吧、俱乐部及餐馆的顾客人数限制在50人以内[55]。

由3月18日起，国会将暂停所有会议[56]。执政党非洲人国民大会以及官方反对党民主联盟均推迟选举会议[57]。调解与仲裁委员会从3月18日起取消所有原本排定的案件，也不会受理未经预约而转交的新案件，仅接受通过电子方式转介的案件[58]。

所有在3月18日开始停课的学校将暂定于5月恢复上课[23]，当中6月的假期会缩短一星期，而9月的假期则缩短三日[59]。

多间大学亦宣布停止所有面授课程[60][61][62][63][64][65]。比勒陀利亚大学、开普敦大学、斯泰伦博斯大学、罗德斯大学（英语：Rhodes University）、夸祖鲁-纳塔尔大学以及德班理工大学分别宣布取消或推迟毕业典礼，直至另行通知[63][66][67][68]。

在恐慌性抢购之后，部分零售商限制顾客购买某些货品不得超过指定数量[69]。3月19日，贸易与工业部长（英语：Minister of Trade and Industry (South Africa)）埃布拉欣姆·帕特尔（英语：Ebrahim Patel）签署政府公报，对基本物品实行价格管制，哄抬物价者（英语：Price gouging）将被处以1,000万兰特罚款、相当于公司营业额10%的罚款或监禁12个月等刑罚措施[70]。

3月23日，总统拉马福萨向全国发表讲话，宣布将从3月27日午夜至4月16日间实行为期21日的全国封锁[71][72][73]，并同时动员南非国防军来支援政府的行动[71]。4月9日，总统拉马福萨宣布延长全国封锁期限两周至4月底[74]。对有效应对疫情来说必须的人士可以免受封锁令影响，当中包括：

  • 医护人员、药房员工、实验室职员、紧急服务人员[75][76]；
  • 安全部门（如警官、军事人员及私人保安）[75][76][77]；
  • 对维持经济基本运作来说必须的机构（如超级市场、运输与后勤服务、加油站、银行、基本金融及支付服务）[75][76]；以及
  • 某些无法在经济上关闭的行业（如矿山及钢铁厂）[77]。

在全国封锁期间，餐馆、酒馆、卖酒商店及所有其他出售非必需品的商店都将会关闭[77]。学校在封锁前一周已关闭，全国封锁后将重新开放。在此期间，非豁免人士除了接受医疗服务、领取社会补助金（英语：Department of Social Development (South Africa)）、参加不超过50人的小型葬礼，以及购买食物等必需品外，一律禁止出门[78]。南非政府已经下令，封锁期间不得携带犬只外出散步，但狗主仍可以在自己的房子或公寓里遛狗[79]。

执法人员在全国封锁期间不得将任何人驱逐出其居住地[80]。

省与省之间以及大都会与地区间的人员流动被限制，但下列情况除外，包括：

  • 必须跨省上班的工人；
  • 从入境口岸发送经消毒的货物；
  • 发送遗体；以及
  • 参加葬礼（有人数限制）[81]。

在封锁期间，除了用于发送燃料及货物的指定入境口岸外，全国所有边境口岸均会关闭[81]。

国际与国内客运航班停飞，但运输部批准的航班、撤离在国外的南非国民以及遣返航班则不受此限[82]。

死亡人数减少编辑

2020年4月9日至4月13日的复活节期间，南非有28人死于全国封锁期间的交通事故，至于2019年复活节则有162人死亡[83]。在全国封锁期间，南非共录得432宗谋杀案，至于2019年同期（2019年3月29日至4月22日）则录得1,542宗[84]。医学研究委员会（英语：South African Medical Research Council）称，截至4月21日为止，死亡人数“基本在预期范围之内”。不过，由3月17日到4月21日的五星期内，包括谋杀及道路交通事故在内的非自然死亡人数均较封锁前为低[85][86]。

4月23日，总统拉马福萨宣布将由5月1日起放宽封锁限制，从最高的第五级下调至第四级[87]。5月24日，总统拉马福萨宣布将在6月从4级降低为3级[88][89]。

4 人口流动：人们可以离开居住地去做下列的事项
  • 提供基本或获允许提供的服务；
  • 如果持许可证能够前往工作；
  • 购买获允许销售的货物；
  • 使用获许可提供的服务；
  • 在许可范围内携带孩子移动；以及
  • 早上6时至早上9时间于居住地点5公里范围内步行、跑步或骑脚车[91]。
4 公共交通：交通部长可宣布恢复铁路、巴士、德士、电子叫车服务及私人车辆，但车内须具备良好卫生环境以阻止冠状病毒继续扩散[91]。

  • 酒馆、宿舍或类似场所；
  • 剧院、电影院；
  • 博物馆；以及
  • 冠状病毒会对公众构成威胁的地方。

提供安全及维护服务的地方不受影响[91]。

4月5日，警察部长（英语：Minister of Police (South Africa)）布赫基·塞莱（英语：Bheki Cele）称，由于增设路障以及治安状况有明显改善，现金在途（英语：Cash-in-transit）盗窃案数量有所减少。此外，谋杀率也有下降趋势[93]。全国封锁第七日时，已有2,289人因违反封锁令被捕[94]，合计超过17,000人涉嫌干犯不同罪行[95]。

4月8日，通信与数码技术部长（英语：Minister of Communications (South Africa)）斯特拉·恩达贝尼-亚伯拉罕（英语：Stella Ndabeni-Abrahams）于非国大全国执委会（英语：National Executive Committee of the African National Congress）成员姆杜杜兹·马纳纳（英语：Mduduzi Manana）家中吃午饭的相片在社交媒体上流传。之后，恩达贝尼-亚伯拉罕因违反《防范禁闭条例》被总统拉马福萨勒令须“特别休假”两个月，当中一个月为无薪假期[96][97][98]。

封锁在全国范围内实施，并取得了不同程度的成功。但截至4月初，东开普省的部分农村地区依然没有执行封锁令[99]。

多份报告指出，警察与军队人员在执行封锁令时曾过度使用武力[42][100][101][102]。其中，有警察殴打及阻止人们拍摄虐待行为，公众利益团体Right2Know（英语：Right2Know）发表声明，称“警察无权阻止人民行使《宪法》赋予其拍摄与记录事件的权利”[103]。

截至全国封锁第五日，南非已有三人死于执行封锁令的执法人员所使用的过度武力，这数字相当于该日全国死于冠状病毒病的总人数[103][104]。到了全国封锁第八日（4月3日），独立警察调查局（英语：Independent Police Investigative Directorate）的报告指，他们正调查封锁开始以来涉及警察的八宗死亡事件，这数字在当时超越了南非死于冠状病毒病的总人数[105][106]。总统拉马福萨公开呼吁警方保持克制，但执法过当的问题依然存在[103]。

南非国家编辑论坛（英语：South African National Editors' Forum）发表了一份声明，对警方阻碍媒体报导2019冠状病毒疾病相关新闻的行为表示关注[107]。4月27日，联合国人权事务高级专员办事处对包括南非在内的一些国家以“高压及高度军事化的方式”去执行封锁措施表示关切[108][109]。截至4月30日，政府证实于封锁后的首三星期内，共有五人被警察杀害，另外还有152宗有关警察袭击民众的事件[110]。

3月14日，112名南非人从中华人民共和国武汉市返回南非[111][112]，并在波罗克瓦尼附近的牧场度假村（英语：The Ranch Resort）接受观察及检疫[113]。

所有人在出发前均须接受体检，当中四名有冠状病毒症状的南非人被拒登机，以减低传播风险。只有检测呈阴性的人士才能返回南非[114]。

检测结果证实，包括参与撤侨行动的机组人员、机师、旅馆工作人员、警察及军人在内的所有南非人都呈阴性。不过，作为预防措施，他们在牧场度假村的14日[111][112]期间仍需要处于隔离状态及接受医学观察[114][115][116]。

任何有症状的人前往省立医院（英语：Healthcare in South Africa），均可接受2019冠状病毒疾病检测，费用全免[117]。

缺乏卫生设施的拥挤城镇更容易受到这种流行病的影响。有皮卡车在亚历山德拉（英语：Alexandra, Gauteng）免费提供消毒搓手液给民众使用[42]。

在3月27日全国封锁开始之际，南非经济学家预测，这种流行病可能令2020年南非GDP总量减少2.5%至10%[118]。全国封锁以及随之而来的经济放缓使电力需求减少了7,500兆瓦以上，而长期持续的南非能源危机（英语：South African energy crisis）问题也因此得以暂时舒缓[119]。

截至3月13日的一星期，约翰内斯堡证券交易所市值下降了15%，创下自1998年以来最大的单周跌幅[120]。

3月19日，随着冠状病毒在全球暴发，对经济的影响不断加深，南非储备银行（英语：South African Reserve Bank）行长莱西塔·丹雅格（英语：Lesetja Kganyago）宣布将回购利率下调100个基点（1%）至5.25%[121]。4月14日，回购利率进一步降至4.25%[122]。

3月22日，标准银行宣布从4月1日起，为中小型企业与学生提供90日的还款假期，让他们免受疫情所带来的经济影响[123]。
