2018年冬季帕拉林匹克運動會

2018年冬季帕拉林匹克運動會（韓語：평창 동계 패럴림픽／平昌 冬季 패럴림픽 Pyeongchang Donggye Paereollimpik）是第十二屆冬季帕拉林匹克運動會，於2018年3月9日至2018年3月18日在韓國平昌舉辦，是繼1988年後第二次在韓國舉行的帕拉林匹克運動。是屆帕拉林匹克運動會主辦權於2011年7月6日在南非德班的第123屆國際奧林匹克委員會全體委員大會上選出。

申辦過程 編輯

平昌曾兩度申辦2010年（英語：Bids for the 2010 Winter Olympics）和2014年（英語：Bids for the 2014 Winter Olympics）奧運會，但最終分別惜敗給溫哥華和索契[3]。

此前舉辦過1972年夏季奧運會的慕尼黑曾參與該屆冬奧會申辦，但最終只獲得25票。法國東南部城市阿訥西也啟動申辦工程，但沒有得到當地居民的支援，最終只獲得7票[4]。

平昌在2011年德班第123屆國際奧林匹克委員會全體委員大會上被選為主辦城市，在一輪投票中便達到至少48票的門檻，遠超過競爭對手。平昌成為繼長野市（1998年）後第二座舉辦冬帕運會的亞洲城市[5][6]。

加拿大魁北克市、智利聖地牙哥、波士尼亞與赫塞哥維納塞拉耶佛、烏克蘭布克維爾、土耳其布林薩、保加利亞索菲亞、瑞典（奧勒、法倫、厄斯特松德）、斯洛維尼亞上卡尼奧拉、西班牙薩拉戈薩、紐西蘭以及哈薩克斯坦阿拉木圖都曾表示考慮申辦2018年冬季奧林匹克運動會，但最終沒有提出申辦。

2018年冬季帕運會開幕式於2018年3月9日在平昌奧林匹克體育場舉行，該體育場僅用於冬奧及冬帕運的開閉幕儀式，結束後會拆除[7]。

2018年冬季帕運會將舉行6個冬季帕運會項目，共計80項目。單板滑雪將擴大為一個獨立項目，共計10項目。 (在2014年時，兩個項目被併入高山滑雪)

本屆的比賽場館主要座落於分為兩個賽區，共5個場館，全數均為沿用平昌冬奧的比賽場館。山區賽區集中於位於江原道平昌郡大關嶺面（英語：Daegwallyeong-myeon）的阿爾卑西亞度假村[22]，當中包括為開閉幕式及頒獎典禮建造的平昌奧林匹克體育場；沿海賽區則是以江陵市的江陵奧林匹克公園為中心。奧運村分別落戶兩個賽區所在的兩個城市，雪上運動員入住平昌奧運村，冰上賽事運動員則居於江寧奧運村[23]。

此前的2018年冬季奧林匹克運動會，North Korea agreed to have its athletes march together with those of the South Korean team during the opening ceremonies, and field a unified women's hockey team. However, during a meeting in Pyeongchang between the leaders of their National Paralympic Committees, the two countries were unable to organize a similar arrangement for the Paralympics. The South Korean Paralympic Committee stated that North Korean officials had requested that the 獨島 (which are the subject of an ongoing sovereignty dispute between South Korea and Japan) be included on the 統一旗 during the Paralympics. 韓國拒絕了這一要求，因為他們認為這與IPC對政治姿態的建議相矛盾。 [25]

IPC president Andrew Parsons expressed disappointment over the decision, but noted that the country "respects and values the IPC's vision and mission" and had "committed to working further with the IPC to improve the lives of people with an impairment in North Korea", while also acknowledging that the IOC had "made great progress in opening up dialogue between the two nations" prior to the Olympics, and that their meeting "underlines the tremendous ability of sport to bring countries together in positive dialogue."[26]
