莫·考恩

威廉·莫里斯·考恩（英語：William Maurice Cowan，1969年4月4日—）為美國律師及民主黨籍政治人物，於2013年2月1日至2013年7月16日期間擔任馬薩諸塞州聯邦參議員。在約翰·克里辭去參議員職務就任美國國務卿之後，州長德瓦爾·帕特里克任命考恩填補其開缺。[1]

考恩拒絕參加2013年的特別選舉，最終由同屬民主黨的艾德·馬基接任其職。考恩是美國歷史上第八位非裔國會參議員，亦是繼愛德華·布魯克之後第二位來自馬薩諸塞州的非裔聯邦參議員。此外考恩還是第113屆美國國會中僅有的三位非裔國會議員之一，另外兩位則分別是南卡羅來納州的蒂姆·斯科特與新澤西州的科里·布克。不過考慮到布克直到10月31日才就任，因此實際上考恩未曾與之共事。[2]

早年生活和教育 編輯

考恩於1969年4月4日出生在北卡羅來納州亞德金維爾（英語：Yadkinville, North Carolina），父母分別是機械師和裁縫。他的父親在他16歲那年不幸逝世。[3][4]

考恩畢業於福布什高中，原本打算成為一名醫生[3]，不過最終於在1991年獲得了杜克大學的社會學學位。 [3]之後他進入東北大學法學院就讀，並於1994年獲得了法律博士學位。在此期間考恩參加了學校的合作教育項目，曾在北卡羅來納州監獄法律服務處工作並擔任棕櫚灘縣公設辯護人。[5]

1997年，考恩以合伙人的身份加入了明茨·萊文律師事務所，負責民事訴訟領域。由於時任州長米特·羅姆尼所任命的閣僚缺乏多元性而飽受批評，考恩幫助州長選出了非裔法官候選人。[4]

考恩於2009年離開了明茨·萊文律師事務所並加入德瓦爾·帕特里克政府。[6]作為帕特里克的律師，考恩負責行政部門的法律運作並監督州長在司法方面的提名，其中包括馬薩諸塞州最高法院首席大法官羅德里克·L·愛爾蘭的提名。在此期間他設法控制醫療成本並擴大了博彩業，此外他還對馬薩諸塞州假釋委員會進行了調查重組。[7]

2012年，巴拉克·奧巴馬總統任命參議院外交委員會主席約翰·克里擔任國務卿，致使其在任長達28年的聯邦參議員席位出現空缺。[17]根據該州法律規定，州長在聯邦參議員席位出現空缺時有權臨時指派一位參議員。[18]對此帕特里克州長打算任命一位從未參選過公職，並且不打算參加後續特別選舉的人來出任這一職務。[19][20]

莫·考恩的妻子斯泰茜·考恩亦是律師[3]，他們共育有邁爾斯和格蘭特這兩個兒子，目前居住在馬薩諸塞州韋斯特伍德。[7]莫·考恩於2013年獲得了喬治城大學的榮譽學位，並在麥克唐納商學院的畢業典禮上發表了演講。[26][27]
