CW电视网于2011年9月开始开发本剧，该剧被形容为：“a modern-day romantic love story with a procedural twist.”。该剧是新总裁马克·佩德维兹上任后开发的第一部新剧[4]。

电视网在2012年1月订购了试播集[5]，试播集于从3月22日至2012年4月2日在加拿大拍摄[6]。2012年5月11日电视网正式预订本剧，定于2012–13年电视季度秋季播出[7]。

2012年2月16日确定由克莉斯汀·克鲁克担任女主角[8]，2012年3月2日确定由Jay Ryan担任男主角[9]。

2012年初时ABC电视台也在开发同名电视剧[10][11]，并希望克莉斯汀·克鲁克来担任主角但克莉斯汀·克鲁克选择了本片[12]，然而最终ABC没有正式预定[13]。
