My modifications:

• Redo callouts to be at 45 degrees.
• Redo interior text (original was scaled).
• Adjust some transforms and tweak some coordinates. Decades forced to 200 px.
• Use CSS styles.
• Add tooltips.
• Remove nested tspan elements (will kill SVG Translate).
• Switch translated.

There are problems with librsvg display.

In a browser, the regime text is sans-serif, white, and centered; the constitution text is blue and reasonable size.

On Commons, the regime text is serif, black, and left-aligned; the constitution text is black and small.

If the years are switch wrapped, they may have trouble.

The constitution text gets font size and color (which does not appear) from the class CSS on the surrounding switch.

The regime text has explicit size (which appears), but the font fill (which does not appear) is from class CSS on the surrounding switch.

The year gets class CSS from the text class. It has tspans but no switch. SVG Translate should process correctly.

Consider Phab:T68551: CSS does not pass to children

• Add class="glrx" to some Constitution text elements and see if they improve. (worked, repaired)
• Add class="regime" to some regime text elements (Directory) and see if they improve. (worked, repaired)
• Force #FF0000 fill on years to see if CSS is getting through. (worked, test removed)
