Because of the irreplacable nature of this photo, and the permission afforded by the "government" we ask that further consideration before deleting this image.

My reading is they assigned GFDL (at least, or PD), and they would have assigned copyright to Wikipedia foundation if they had been asked again. Plus the other images on the emails - please tag as gfdl. Full clarification of which they meant would be better. Justinc 00:05, 30 September 2005 (UTC)
