全國聯盟的前身為新法西斯主義政黨意大利社會運動。1995年，該黨的領導人詹弗蘭科·菲尼將該黨黨名變更，並使政黨的政策穩健化，試圖從極右翼政黨向右翼政黨過渡。這一政策使得其在意大利民眾中的支持率上升。
法西斯意大利領袖貝尼托·墨索里尼的孫女亞歷山德拉·墨索里尼曾加入過該黨。2003年，詹弗蘭科·菲尼以意大利副總理的身份訪問以色列，對墨索里尼政權歧視並屠殺猶太人表示道歉，將法西斯主義形容為「絕對的罪惡」。亞歷山德拉對此無法認同，因而退黨。
