全锡兰人民大会
全锡兰人民大会（淡米尔语：அகில இலங்கை மக்கள் காங்கிரஸ்，罗马化：Akila Ilaṅkai Makkaḷ Kāṅkiras；僧伽罗语：සමස්ත ලංකා මුස්ලිම් කොංග්රසය Samasta Lanka Muslim Kongrasaya）是一个已登记的斯里兰卡政党[1]，由里沙德·巴斯蒂欧在2005年创立。锡兰全国人民代表大会亦是全国善政统一阵线的成员。

全国统一阵线（简称“统阵”）成员之一的斯里兰卡穆斯林代表大会（简称“穆斯林大会”），旗下党员里沙德·巴斯蒂欧以“统阵”的身份，在2001年国会选举中当选国会议员[2]。2004年，巴斯蒂成功连任[3]，但全国统一统阵却被新成立的统一人民自由联盟（简称“统盟”）击败[4][5]。选后，穆斯林大会对于是否加入胜选的统盟政府出现分歧[6]，其中国会议员侯赛因·艾哈迈德·拜拉在2004年5月18日倒戈加入执政党[7]，其后穆斯林大会又暂停三名议员的党籍，指责他们反对党领袖劳夫·哈基姆，三人分别是穆罕默德·纳吉布·阿卜杜勒·马吉德、里沙德·巴斯蒂欧和侯赛因·艾哈迈德·拜拉[6]。穆斯林大会对三人及社运份子M·伊纳穆拉展开纪律调查[8]。最终，四人在同年5月30日被驱逐出党[9]。四人展开法律程序，希望能重夺党籍。2004年7月30日，最高法院宣布押后裁决[10]。
2004年10月30日，马吉德和巴斯蒂欧，连同另一个异见党员阿米尔·阿里，获任命为统一人民自由联盟政府的非内阁官员[11][12]。三人因而在2005年3月23日遭到穆斯林大会驱逐出党[13]，触发新一场官司。2005年7月1日，最高法院裁定穆斯林大会驱逐三人出党的决定属无效[14][15][16]。2005年下旬，穆斯林大会中的反对派议员创立新政党－“锡兰全国穆斯林代表大会”（简称“锡兰大会”）[17]。2007年1月，巴斯蒂欧获提拔成为阁员、拜拉成为副部长、马吉德和阿里则留任非阁员官员[18][19]。 2007年，马吉德重新加入自由党[20]。
锡兰大会跟随统盟的名单出战2010年国会选举，最终巴斯蒂欧、亨斯·法鲁克和马哈茂德·勒贝·阿林·穆罕默德·希斯堡拉夺得议席。选后，巴斯蒂欧继续出任阁员，希斯堡拉则入阁成为副部长[21][22]。“锡兰全国穆斯林代表大会”及后改名为“锡兰全国人民代表大会”（英语：All Ceylon Makkal Congress／All Ceylon People's Congress）[23]。
为支持总统选举的反对派共同候选人迈特里帕拉·西里塞纳，法鲁克在2014年11月26日退出统盟，加入反对派的统一国民党 [24][25]。阿里在2014年12月，获被列为统盟的全国国会议员名单[26]。锡兰大会在同年12月22日退出统盟，以支持西里塞纳[27][28]。不过希斯堡拉则留在盟 ，决定支持总统马欣达·拉贾帕克萨[29][30]。因此，拉贾帕克萨将巴斯蒂欧革职[31]。总统选举后，新任总统西里塞纳任命巴斯蒂欧为阁员、阿里成为副部长，以此感谢锡兰大会对自己的支持[32][33][34][35]。
2015年7月，锡兰大会与其他反拉贾帕克萨的政党，组成全国善政统一阵线（简称“统阵”），参加国会选举[36][37]。锡兰大会单独出战的唯一选区－安帕拉区，而落选告终，只取得33,102票或0.3%[38][39]，但经统阵出选的阿里、巴斯蒂欧、阿卜杜勒·拉赫曼·伊扎克、穆罕默德·阿卜杜拉·穆罕默德·马哈罗夫和穆罕默德·哈尼法·穆罕默德·纳瓦维则胜出并获得议席，其中巴斯蒂欧和阿里分别留任阁员和副部长[40][41][42][43][44][45]。
