1989年3月16日，阿塔爾生於法國法蘭西島大區上塞納省克拉馬，在巴黎十三區和十四區成長，有三個姐妹。其父親耶夫·阿塔爾（法語：Yves Attal）是律師兼電影製作人，擁有一半突尼西亞猶太人（英語：History of the Jews in Tunisia）血統（源於父親一方），一半亞爾薩斯猶太人（英語：History of the Jews in Alsace）血統。其母親瑪麗·德庫里斯（Marie de Couriss）是法國人和希臘裔俄國人的後代，在電影製作公司任職[2][3]。阿塔爾隨母親皈依東正教會[1]。

2012年法國總統選舉期間，阿塔爾擔任安德爾-盧瓦爾省省委員會主席瑪麗索爾·圖蘭（英語：Marisol Touraine）在法國國民議會的實習生。選後圖蘭獲任命為衛生部長（英語：Minister of Health (France)），阿塔爾又為她當了五年顧問，負責議會聯絡及撰寫演講稿等事務[7]。

2014年法國市議會選舉（英語：2014 French municipal elections）期間，阿塔爾位列社會黨參選名單第五位。最終阿塔爾與另外三人當選旺沃的市議員（英語：Municipal council (France)），任職期間辭任社會黨名單領導人的職位，成為反對派領導人[8]。

2017年6月18日，阿塔爾在2017年法國立法選舉中擊敗謀求連任的安德烈·辛天尼（英語：André Santini），當選上塞納省第10選區（英語：Hauts-de-Seine's 10th constituency）國民議會議員[9]。

上任後沒多久，阿塔爾就與艾米莉·德蒙查林（英語：Amélie de Montchalin）一道被認為是最有才華的國會議員[10]。身為議員，阿塔爾加入了文化與教育事務委員會，同時擔任共和國前進小組（英語：La République En Marche group (National Assembly)）的黨鞭[11]。

2017年12月，阿塔爾獲任命為高等教育法報告員[12]。

2024年1月11日，閣員名單發佈，大部分博恩內閣（英語：Borne government）閣員留任。其中文化部由拉希妲·達狄統領，勞工部長和社會事務及衛生部長由卡特琳·沃特蘭（英語：Catherine Vautrin）擔任，歐洲和外交部長由他的前伴侶斯特凡納·塞茹爾內擔任，而體育部長阿梅麗·烏德阿-卡斯特拉（英語：Amélie Oudéa-Castéra）接任阿塔爾的教育和青年部長職位[25]。

阿塔爾是同性戀，曾與歐洲議會議員斯特凡納·塞茹爾內民事結合，兩人同為復興黨黨員[26]。至2022年，兩人結束伴侶關係[1][27]。兩人在亞爾薩斯學校讀書的時候，阿泰爾還和歌手喬伊絲·強納森交往[28]，不過強納森說那段感情只是「我們之間的玩笑」，「純屬玩鬧」[29]。

在一次電視訪問中，阿塔爾透露自己是同性戀恐懼受害者，以前在學校的時候經常被人霸凌[1]。2018年，他的昔日同窗胡安·布蘭科（英語：Juan Branco）在Twitter公開了他的性取向[30][31]。作為政治人物，阿塔爾經常會在上社交媒體遭遇恐同及反猶太人的仇恨言論[32]。
