肯尼斯·斯塔爾
肯尼斯·溫斯頓·斯塔爾（Kenneth Winston Starr，1946年7月21日—2022年9月13日）是一位美國律師和法官。1983年至1989年期間，肯尼斯·斯塔爾擔任美國哥倫比亞特區聯邦巡迴上訴法院上訴法官，並於1989年至1993年期間擔任美國總檢察長。他是斯塔爾報告的作者，這一報告最終觸發了比爾·柯林頓彈劾案。白水事件期間，他還負責對對柯林頓政府成員展開一系列調查。

後來斯塔爾擔任佩珀代因大學法學院院長。[1][2][3]2010年6月至2016 年5月期間擔任貝勒大學校監。2016年5月26日，由於斯塔爾未能妥善處理貝勒大學性侵醜聞，其任期於當年的5月31日結束。[4][5] 2016年8月19日，斯塔爾宣布他不再是貝勒法學院的終身教授，此後斯塔爾與貝勒大學徹底一刀兩斷。[6][4]
2020年1月17日，斯塔爾加入唐納·川普的法律團隊，該法律團隊主要應對唐納·川普第一次彈劾審判。[7][8]
