2018年孟加拉道路安全抗議活動

2018年孟加拉道路安全抗議活動是孟加拉始於2018年7月29日的一系列公共抗議活動，其目的在於改善道路安全，目前該活動仍在進行。該抗議活動由達卡兩名高中生因為交通事故而死亡的事件所引發，當時他們被一輛無照駕駛的司機所駕駛的車輛在與另一輛車為爭奪乘客而相互追逐時所撞倒。這起交通事故促使學生們要求更安全的道路安全和更嚴格的交通安全法規，並很快這個抗議活動就蔓延至孟加拉全境。[2][3]

抗議活動起初是和平進行的，但是情況在8月4日開始惡化。孟加拉政府方面使用催淚瓦斯驅散抗議者，據信親政府的青年組織成員則趁機襲擊了抗議者和記者。[4][5]政府隨後逮捕了數名抗議者和一名攝影師，當時他們正在為海外國際媒體做採訪報導。[6][7]抗議活動發生後，許多知名人士乃至國際組織表達了對抗議者們的支持。[8][9][10]而孟加拉政府嚴厲鎮壓學生抗議者的做法在其國內和國際上都受到了強烈指責。[11][12][13]

謝赫·哈西娜第三內閣（英語：Third Sheikh Hasina Cabinet）在2018年8月6日通過了一項新的交通法案，規定故意殺人者將處以極刑；而因駕駛機動車造成意外並致人死亡的行為則只給予最高五年刑期的處罰。[14]但是抗議者認為，五年刑期對於魯莽駕駛而致使意外死亡的行為來說太輕了。[15]

抗議背景 編輯

孟加拉首都達卡的交通安全狀況長期不佳，其巴士服務不受監管，交通事故發生率較高。根據孟加拉全國保護航運、道路運輸與鐵路運輸委員會（National Committee to Protect Shipping, Roads and Railways）的調查報告顯示，2017年度，達卡全年所發生的交通事故共計造成4,200人死亡、16,100人受傷。[3][16]據估計，2018年在達卡由不合格司機所駕駛的車輛大約有240餘萬輛。[17]

抗議活動於2018年7月29日開始，起因是兩名沙希德·羅米茱汀寄宿學校（Shaheed Romijuddin Cantonment College）學生在達卡機場路（英語：Airport Road, Dhaka）旁的人行道上被一輛疾馳而來的巴士撞死。當時兩輛公交巴士肆無忌憚地在公路上競速飛馳，其中一輛公交巴士沖向人行道，當下造成2人死亡和12人受傷。[16][18]數百名學生因此湧入街頭抗議，要求公正處理這起案件。肇事巴士由賈巴爾-e-努爾客運公司（Jabal-e-Nur Paribahan）運營，但所有權歸沙哈達特·霍森（Shahadat Hossain）所有，而霍森本人在稍後則被逮捕。[18]後來發現有三輛公交巴士參與到這起事故，因而三輛巴士的司機與兩名助手都被逮捕。[19]

數小時後，記者採訪了船運部長（英語：Ministry of Shipping (Bangladesh)）兼孟加拉公路運輸工人協會（Bangladesh Road Transport Workers Federation）執行主席沙賈汗·汗（英語：Shajahan Khan）。他表示道：「在印度馬哈拉施特拉邦發生的一起公路交通事故里，有33人因此喪生；但他們是否做了和我們一樣的事情呢？」[20][21]他的言論和笑容受到了人民的強烈批評，並引發了其他地區的抗議，[20]抗議者紛紛要求他引咎辭職。[22]

 
各年齡團體的孟加拉人為道路安全而抗議

抗議很快就蔓延到達卡以外的城市和地區。[23]抗議者大多是13歲到19歲的學生，他們封鎖了主要地區的道路並檢查來往此地的全國各地不同車輛的法律文件和健康證明。[3][24][25]有民權組織的成員對抗議活動表達了聲援。[26][27]儘管政府宣布自8月2日起關閉全國所有教育機構，但是抗議活動還是持續到了第五日。[28][29]

利亞斯·卡徹（英語：Ilias Kanchan）是孟加拉電影演員、道路安全活動家和「我們要安全道路」活動的創始人，他表達了8月3日在達卡啟動人鏈抗議活動的支持。[30]2018年8月6日，孟加拉國內無論是公立還是私立大學的學生都參與到其中，在全國各地舉行了抗議示威活動。在達卡，孟加拉警方使用催淚瓦斯和橡皮子彈來驅散抗議人群。大約有40名學生因此受傷，同時還有10人在靠近私立大學校園的區域被逮捕。[31][32]2018年8月7日，數百名記者在國家新聞俱樂部（National Press Club）門外組織了一個大型人鏈，要求懲處那些針對報導抗議活動的記者而採取攻擊行動的孟加拉學生聯盟（英語：Bangladesh Chhatra League）成員；同時也要求懲罰那些針對學生抗議者的襲擊。[33]

針對抗議者與記者的報復與襲擊 編輯

學生抗議者與收集抗議新聞的記者遭到了親政府支持者的攻擊，據稱這些攻擊者是執政黨的附隨學生組織孟加拉學生聯盟（英語：Bangladesh Chhatra League）的成員。在達卡，約有115名學生和15名記者受傷。[2][34][35]

一家當地的新聞報紙報導，其報社的三名記者遭到了毆打，並且還有一名女記者在8月4日採訪抗議活動的時候遭到了孟加拉學生聯盟男性成員的騷擾。[36]當地記者還報導他們的相機遭到了破壞，[37]而他們的手機也被沒收。[36]他們還聲稱他們被迫刪除了手機內有關抗議活動時的暴力視頻。[38]

孟加拉警方（英語：Bangladesh Police）向抗議人群發射了催淚瓦斯和橡皮子彈，同時用警棍驅散抗議人群，這造成了許多人受傷。[39][40]交通部部長拜杜爾·卡德爾（英語：Obaidul Quader）否認了所有有關襲擊抗議者的指控。[39]執政的孟加拉人民聯盟的一名高層指控有身穿校服的兇徒混入到抗議人群中，但這些指控未被證實。[40]

社交媒體上的帖子宣稱，有四名比爾·什雷斯塔·諾·默罕穆德公立學校（英語：Bir Shreshtha Noor Mohammad Public College）的女生被帶到孟加拉人民聯盟的辦公室並被孟加拉學生聯盟（英語：Bangladesh Chhatra League）的成員強姦。然而這些報導至今仍然未被證實，同時遭到了孟加拉學生聯盟領導的否認。[41][42]一些涉嫌事件，包括強姦，後來都被描述為社交媒體的謠言。[43]

8月4日，一群騎摩托車的武裝暴徒襲擊了美國駐孟加拉大使瑪西亞·貝尼加特（英語：Marcia Bernicat）所乘坐的公務車，但所幸無人受傷。[44]

8月5日，孟加拉警方再度使用催淚瓦斯驅散由大中專院校學生組成的抗議人群。[45]孟加拉總理謝赫·哈西娜敦促抗議學生回家，她表示擔心有「第三方」會破壞抗議活動並對學生的安全造成威脅。[46][47]至少有六位攝影記者，這其中包括美聯社、《商業資訊日報（The Daily Bonik Barta）》、《人民之聲日報（英語：Janakantha）》的記者及其他自由記者，他們都被孟加拉恰特拉聯盟的成員在達卡用鐵棒、大砍刀及棍棒襲擊。[44]執法人員就在襲擊事件附近，但是他們並沒有出面阻止襲擊者。[48]襲擊者試圖奪走受害者的相機與手機，並威脅其他持有相機的人士。[49]

在接受了半島電視台在抗議現場的採訪之後，攝影師沙希杜爾·阿拉姆在8月5日被30至35名便衣警察拘留。[50][51][52]阿拉姆被當局以《信息與通信技術法》第57條起訴，並被還押7日。他告訴法庭他被警察拘留期間遭受了酷刑。[53][54]孟加拉最高法院（英語：Supreme Court of Bangladesh）在8月7日停止了對阿拉姆的還押，同時在檢查了他的身體之後命令當局必須將阿拉姆送進醫院接受治療。[55][56]阿拉姆於8月8日被送往醫院。[57]

8月6日，東西大學（英語：East West University）的學生在上午稍晚時候的抗議活動中封鎖了該校前方的道路，隨即他們遭到了一群不明人士的手杖襲擊。當地居民表示，執政黨的工會附隨組織「志願者聯盟（Shecchashebok League）」的成員就是襲擊者之一。[58][59]警方發射催淚瓦斯驅散抗議人群。《黎明日報（英語：Prothom Alo）》的通訊員納斯琳·阿赫塔爾·黍米（Nasrin Akhtar Shumi）在她的手機上記錄了暴力視頻，但是警方將她的手機搶走並將她帶至警察哨所前且要求她刪除所有視頻。[60]據稱，警察還向親政府的青年組織尋求幫助，以對抗抗議者。[61]

當22名抗議學生在8月7日被孟加拉警方逮捕時，學生親屬表達了他們的沮喪，但是他們並沒有與警方發生衝突。[11][62]8月8日，警方搜查了有大量學生居住的住宅區，但是沒有人在這次搜查行動中被捕。[63]

官方回應 編輯

雖然孟加拉總理謝赫·哈西娜女士尚未就此事件做出任何官方聲明，但是內政部長（英語：Ministry of Home Affairs (Bangladesh)）阿薩杜澤曼·汗·卡馬爾（英語：Asaduzzaman Khan）在8月2日的新聞發布會上稱，總理要求學生停止抗議活動並返回校園。[64]而教育部建議孟加拉境內所有的教育機構在8月2日關閉，以控制持續的學生抗議浪潮。[3][28][25]教育部長努魯爾·伊斯拉姆·納希德（英語：Nurul Islam Nahid）表示，這一決定是基於安全問題而作出的。[29]達卡大都會警察局（英語：Dhaka Metropolitan Police）網絡犯罪部針對29名個人和在線新聞入口網站進行立案調查，理由是他們分享了有關拉姆納警局抗議活動的相關新聞及媒體素材。[65]私人電視頻道Ekattor電視台（英語：Ekattor TV）由於在全國電視節目上播出了學生抗議的鏡頭而收到了新聞部（英語：Ministry of Information (Bangladesh)）的警告函。[66]

8月3日，孟加拉政府向事故中的遇害者家庭捐贈了價值200萬孟加拉塔卡的儲蓄憑證。[67]

8月4日，政府以阻止在線傳播錯誤訊息為由中斷行動網際網路接入達24小時。[37]網際網路服務提供商被政府要求將行動網際網路的速度限制為1.28Kbps，以阻止相關圖片或視頻被上傳至網際網路。[68]內政部長阿薩杜澤曼·汗·卡馬爾宣布，「如果超出限制」，警方會對激動的學生採取「強硬行動」。[69]

8月5日，蜂窩網絡3G與4G網絡被當局再度以「阻止錯誤訊息在網絡大規模傳播」為由而切斷，並因此導致通訊臨時中斷。[70]

8月6日，內閣會議通過一項新的交通法案，建議對故意殺人處以極刑，而對因機動車事故而致人意外死亡的行為判處最高五年的有期徒刑。[71][72]
