2023年国际汽联世界一级方程式锦标赛（英语：2023 FIA Formula One World Championship）为一級方程式賽車的第74届世界锦标赛赛事，这是由国际赛车运动主管组织國際汽車聯盟所主办的最高级别开轮式赛车赛事。本季錦標賽在22場大獎賽中展開角逐，這些大獎賽在世界各地舉行，賽事於3月開始並在11月完成。[1]

賽程變更 编辑

  • 在2022赛季办赛的法國大獎賽将不会出现在2023赛季赛曆中，但赛事主辦方表示将寻求與其他大獎賽以轮换分站的形式继续承办赛事。[88]
  • 中国大奖赛原先計劃在2023年重新舉辦（上次舉辦已經是2019年），但由於2019冠状病毒病使中國方面作出了旅行限制，因此只能取消舉辦。虽然在2022年底中国方面逐步取消出入境限制，赛事主办方也借此再与F1重新对2023年赛事进行了讨论，但最终还是确定2023年不会举办中国大奖赛。[89][90]

規則修改 编辑

技術新規 编辑

減少出現海豚跳 编辑

在2022賽季中，各支車隊的賽車都分別出現了不同程度的海豚跳。有見及此國際汽聯對此修改了技術規則，當中包括地板邊緣將升高15毫米、擴散器的喉部也將升高﹙但未知需要升高多少﹚。擴散器邊緣剛度將會增加，並且將強制使用額外的傳感器以便更有效地監測海豚跳。[92] 另外，橫向地板撓度測試亦將會更加嚴格。[93]

防滾架設計的規範 编辑

2022年英國大獎賽上，周冠宇發生嚴重事故導致賽車車頂朝下的情況中滑出賽道，並飛出輪胎護牆。就這此事故後，國際汽聯決定防滚架需要采用圆顶设计，这样可以减少事故时防滚架陷入地面的几率，同時亦會引入一項關於防滾架的物理認證測試，[92]

禁止在前翼使用縫隙分離器 编辑

梅赛德斯车队利用法規中的一個潛在漏洞，在前翼使用縫隙分離器，並在2022年美国大奖赛練習賽中進行測試。競爭對手眼見梅赛德斯车队使用新的前翼，馬上抗議並對外聲稱這樣的前翼是非法的。最終國際汽聯在2022年墨西哥城大奖赛中宣佈該設計的前翼是非法的，並同時修改了法規以避免其他車隊在未來使用類似的論點生產部件。[94]

後視鏡的尺寸變更 编辑

後視鏡的尺寸將會由150毫米 × 50毫米（5.9英寸 × 2.0英寸）增加至200毫米 × 60毫米（7.9英寸 × 2.4英寸），使車手能夠獲得更好的後視能見度。[95]

重量和燃料溫度變化 编辑

賽車的最低重量將由798公斤（1,759磅）減少至796公斤（1,755磅），但是這項計劃後來被國際汽聯所放棄，原因是由於引入了更重的倍耐力輪胎。[96] 動力單元的最低重量將由150公斤（330磅）增加到151公斤（333磅）。另外，最低燃油溫度將從2022年的的20°C（68°F）降至10°C（50°F），或是賽車在指定車庫區域外運行時環境溫度低於10°C（18°F）。[97][98]

運動新規 编辑

為了使輪胎的使用在未來更具可持續性，一級方程式賽車將在2023年賽季的其中兩場比賽上將分配的輪胎數量由13套輪胎減至11套。兩場比賽如果在良好天氣下，將會強制在排位賽中第一節排位賽使用硬胎；第二節排位賽使用中性胎；第三節排位賽使用軟胎，相反如果在任何一節排位賽宣佈賽道濕滑，輪胎選擇將變為自由選擇。[99]

倍耐力宣布對2023年賽季的可用輪胎化合物進行修改，在以往的C1和C2化合物之間加插一種化合物。上個賽季被多次批評原始C1化合物與其他輪胎相比，它的抓地力非常差，因此在這項變動後應該為車隊提供更靈活的策略選擇。[100]

本赛季的季前測試只有三天，對比起2022年賽季的六天季前測試將有所減少。[95]

衝刺賽賽事 编辑

從本賽季開始，衝刺賽將增至在六場大獎賽上進行，而2021年賽季和2022年賽季各自舉辦了三場衝刺賽。本賽季的六場衝刺賽分別在阿塞拜疆、奧地利、比利時、卡塔爾、美國和聖保羅大獎賽中舉行。[101]

在2023年賽季的衝刺賽周末，將引入新的比賽格式。周五上午進行整個周末唯一一節自由練習時段，同日下午進行排位賽，排位賽將決定周日正賽的發車位置。周六上午將進行衝刺排位賽﹙Sprint Shootout﹚，此取決了原先的練習賽，而衝刺排位賽只用作當日下午衝刺賽的發車位置，而衝刺賽的成績將不再影響正賽的發車位置。衝刺排位賽相對於排位賽將縮短時間，第一階段﹙SQ1﹚18分鐘縮短至12分鐘；第二階段﹙SQ2﹚15分鐘縮短至10分鐘；第三階段﹙SQ3﹚12分鐘縮短至8分鐘。此外，每個階段亦被強制使用指定輪胎，第一階段和第二階段必須使用全新中性胎，第三階段則必須使用全新軟胎。但是在阿塞拜疆大獎賽中蘭多·諾里斯在衝刺排位賽前已沒有全新軟胎，因而在晉級SQ3後未能繼續進行排位（儘管車手理論上可以使用較慢的半雨胎或全雨胎在乾地進行排位），因此在第二場衝刺賽周末（奧地利大獎賽）起，容許車手在SQ3使用任何一套軟胎。 [102]

政治姿态的制定 编辑

國際汽聯的國際體育規則 (ISC)[b]已更新，包括對車手和車隊作出“政治、宗教和個人聲明”的更嚴格控制。引入了第12.2.1n條，規定車手和車隊在進行任何政治聲明或抗議前必須獲得國際汽聯的准許，任何未經許可的聲明或抗議將被視為違反國際汽聯的中立原則。[103][104] 國際汽聯表示，對ISC進行更新是為了使其符合国际奥林匹克委员会規定的政治中立的道德原則，國際奧委會在2013年通過奥林匹克宪章正式承認了國際汽聯。[105] 國際汽聯主席穆罕默德·本·苏拉耶姆表示，規則的改變是為了確保國際汽聯的平台不被利用作滿足車手的“私人議程”。[106]

放寬2019冠状病毒病安全協議 编辑

國際汽聯將會進一步採取措施放寬在2020年首次引入的2019冠状病毒病安全協議，這些放寬限制包括圍場內的工作人員不再需要提供疫苗接種證明。國際汽聯此前在2022年已經取消了圍場內強制戴口罩和2019冠状病毒病測試的要求。[107]

財務新規 编辑

上個賽季的預算帽原定是1.4億美元，但後來在2022年奧地利大獎賽前夕，國際汽聯憂慮高通脹的情況下可能導致幾支車隊超出預算帽，因此提升預算帽至1.424億美元。但在本個賽季，預算帽將會重新下降至1.35億美元。[95] 一級方程式委員會最初同意將預算帽按分站數量而增加每站比賽120萬美元，以應對因比賽數量增加而產生的額外成本。後來委員會同意在賽程超過21場大獎賽時，把未來預算帽提升至每場比賽180萬美元的水平。另外車隊還同意在進行預算上限審計時讓國際汽聯人員更容易進入工廠，以便能夠輕鬆地確保車隊遵守預算帽。此外，除了維持現有的夏季停工，還引入了工廠冬季停工的限制。[108]

違反預算上限 编辑

阿斯顿·马丁车队和紅牛車隊兩支車隊均在2021賽季違反預算上限而受到處罰，該審計和違規行為發生在2022年，因此將對2023賽季進行處罰。阿斯顿·马丁车队雖然實際上沒有超過預算上限，但違反了與國際汽聯合作的程序規定，因此與國際汽聯簽訂了一項可接受的違約協議﹙ABA﹚後，決定接受對違反程序的行為處以45萬美元的罰款懲處。[109] 紅牛車隊則是由於會計錯誤和實際超出預算上限，經國際汽聯審計後發現超出預算上限180萬英鎊，但如果考慮英國的稅收抵免，該超支總額將為432,652英鎊或預算上限的0.37%。最終紅牛車隊亦與國際汽聯簽訂了一項ABA，懲罰包括700萬美元的罰款和扣減10%的空氣動力學測試。由於紅牛車隊在2022年世界一级方程式锦标赛中排名第一，這導致測試時間由70%縮減至63%。[110][111]

比賽用胎 编辑

每個比賽周末前倍耐力都會在下列六種輪胎配方中選擇三種作爲比賽用胎。每個輪胎都必須裝上獨一無二的識別碼，以便在比賽期間進行追踪和檢查。倘若賽道濕滑或正在下雨，車隊可自行確定是否使用濕地用胎；每場比賽車隊都會獲得七套濕地用胎，包含四套半雨胎和三套全雨胎。倍耐力會因應比賽周末整體使用情況而額外供應濕地用胎給全部車隊。

积分系统 编辑

假使积分排名出现同分状况时，将比较车手获得的分站冠军数，决定最终的排行榜名次。排名前十名的車手能夠獲得積分，而刷出最快圈速的車手必須在前十名才能獲得1分最快圈速積分。[115] 衝刺賽將在賽程上其中六場比賽進行，車手將在周六進行100公里的比賽。衝刺賽的前八名車手將能夠獲得積分。[116] 比赛若因红旗而终止，夺冠车手必须完成75%的赛程，方能获得全额积分。若未完成75%的赛程，积分将根据根据状况分配。
